The 75th Ranger Regiment, the U.S. Army’s premier light infantry unit and an integral part of the U.S. Army Special Operations Command (USASOC) is renowned for its unmatched battlefield performance. This elite unit relies on Soldiers with an exceptional combination of physical and mental fortitude. However, its traditional recruitment and selection processes, which required combing through handwritten evaluations, digital fitness scores, and subjective recommendations, were both inefficient and error-prone – leaving critical performance insights untapped.
Recognizing the need for modernization in this vital mission, the Army FUZE Small Business Innovation Research and Small Business Technology Transfer (SBIR|STTR) Program partnered with Arlington, Virginia-based small business Black Cape to design a cutting-edge solution. The collaboration resulted in the development of Personifi, an innovative decision intelligence platform tailored to help the 75th Ranger Regiment identify the best candidates for its demanding roles. Grounded in the Ranger’s unique operational requirements, Personifi represents a transformative step forward in talent management for this elite force.
Technology Spotlight: The Personifi Platform
Developed as a direct response to challenges identified by the 75th Ranger Regiment, Personifi is a next-generation AI-driven personnel management tool. It processes and integrates diverse data points, such as fitness scores, handwritten notes, and evaluations, into unified insights that give recruiters, leaders, and trainers a comprehensive view of each candidate. During its Phase II development, Personifi began addressing the Regiment’s specific needs and achieved a significant milestone: transitioning recruitment from an analog process to a dynamic, data-driven system.
The platform’s ability to evaluate complex data ensures that the Rangers’ recruitment process is no longer limited by the manual categorization of subjective information. Instead, Personifi empowers decision-makers with clear, reliable data, enabling faster and more informed talent management decisions.
Innovation in Action
The development of Personifi started with a Phase I effort, in which Black Cape worked directly with the 75th Ranger Regiment to explore how AI might address operational inefficiencies. Although the initial focus was on exploiting intelligence reports, the collaboration revealed that Personifi could solve a more pressing issue: modernizing talent acquisition and candidate evaluation.
During Phase II, backed by over $1.8 million in Army SBIR funding, Black Cape further refined the platform. Personifi’s AI-driven capability to synthesize and analyze exhaustive data sources made it a game-changer in the Regiment’s recruiting and selection process. Within the past year, the platform enhanced the selection process for Ranger candidates, ranging from Staff Sergeants to Majors. It streamlined and aggregated results from the challenging, three-week Ranger Assessment and Selection Program (RASP II) at Fort Benning. This improved the assessment board’s ability to make confident, data-supported decisions, significantly improving efficiency and effectiveness.
“Personifi has taken the application and evaluation input process to a whole new level,” said Master Sergeant Blake Tomasek, Non-Commissioned Officer in Charge of RASP II. “The ease of use, delivery of data, and technical support has far surpassed our historical ways of conducting this assessment and selection process.”
Strategic Impact
The success of Personifi underscores the strength and innovation inherent in the Army SBIR Program. By introducing AI to the recruitment process, the platform has allowed Rangers to spend less time on administrative tasks and more time focusing on training and operational readiness—enhancing combat effectiveness while reducing effort.
Encouraged by the outcomes of the Phase II effort, the 75th Ranger Regiment is now pursuing additional funding to customize and further enhance the tool for its unique requirements. Meanwhile, Black Cape is in the process of seeking a second Phase II award to expand the scalability of Personifi for use across the Special Operations Forces (SOF) community.
This Army SBIR partnership with Black Cape exemplifies how Government collaboration with small businesses can drive mission-critical innovation. Personifi has not only elevated recruitment for the 75th Ranger Regiment but also holds the potential to transform talent acquisition and management across SOF units – leading to broader operational readiness impacts that support the nation’s defense objectives.
